On February 10, we began negotiations for Unit II and Unit III. We presented our Proposal to the Board's team. It's team asked that we schedule the next session after the County Executive published his budget in March. We agreed. Despite our numerous requests to return to negotiations, they did not agree to return until 6/3. They presented a proposal from the CEO. Following is what was offered in response to our proposal.

On June 13, we held an emergency membership meeting. The CEO's proposal was presented. The negotiating process and laws were discussed to clarify that negotiations are to be with the Board of Education not the CEO. The membership directed the team to reject the CEO's proposal and return to negotiations with a proposal from the Board of Education. We immediately notified the Board and it’s team that the members had rejected the CEO's proposal, and we were prepared to return to negotiations. Again, after numerous requests from us to meet, we met on August 4. Despite assurances that the proposal presented that day was from the Board of Education, it was the exact proposal previously presented and rejected. Following your directive we again rejected the proposal. We asked that they go to the Board and return with a proposal more deserving of our members. They are to return to the Board at their next scheduled meeting on August 25.
At this time we need to know how you, the members, would like your team to proceed. We can continue to fight to press for more compensation. This could end with the Board declaring an Impasse. An Impasse means an Arbitrator would make the decision about what you receive. You could get more, or you could end up with the original offer from the Board. Also, the Board could try to declare that it does not have sufficient funds in the event of a favorable decision by an Arbitrator. Of course, the Board would have to provide evidence to support that defense. (You should know that the County Executive said he put money in the budget specifically for salaries) Or we can accept the Board proposal as is.
As the negotiating team does not make the final decision, YOU DO, please indicate below your position on the Board of Education's proposal. Responses need to be received no later than 3:00pm on Monday, August 22nd.
